The greatest city of the Shrouded Lands is certainly the City of Shuttered Windows. Once, long ago, the windows of the city were flung open and led travellers to a thousand worlds. It has been centuries since they have been shuttered and many still lament the planes of beauty and terror that once lay just beyond the city’s windowsills, but much of the strangeness of those days can still be found in the city’s back alleys or sunk deep into the city’s muck.
Although sadly reduced, the Shuttered City is still the greatest power in these Shrouded Lands and holds sway over the sodden northern coast of the Keening Sea and much of the trade that passes through these lands. The lands where men still pay the cattle tithe to the Doge of the City include the vast estates of the City’s nobility, villages that lie in the shadows of hills where the peasants look darkly at any outsider who passes through and the Falling Wall of the cyclops lords. Through it all winds the White Road, a highway paved with the ground bones of all within the City who are too poor to buy a tomb and watched over by the castrati of the Necromantic Office lest it rise.

- The Hoard, the great dwarven bank, has one of its greatest branches in here (33.00).
- The gnomes of the Scar would much rather live here (24.05) and sometimes are smuggled in clinging to the bellies of night cattle.
- During midsummer the Lion’s Day is a holiday in the City, during which people retreat to their basements to avoid the heat that burns the stars from the sky at night (17.07.01).
- Several Shuttred dances imitate the graceful movement of the birds of paradise, which is an object of curiousity in the City (50.11).
- The Borough of Everdark claims to be a neighborhood of the City that has been mislaid (01.03).
- Loguiso’s Wall was under construction for quite a while in an attempt to safeguard the western borders of the City’s hinterlands but gnomes sunk it into the ground (27.16).
