The Street of Small Gods is a collection of Alberon’s alleged lovers, progeny, martyrs and so on.
The Fugitive Gods (36.09) are statuettes saved at the end of the Time of Schisms when the Temple Indivisible destroyed all the little gods. It’s not clear why the Temple destroyed the little gods but tolerates the Street of Small Gods; perhaps its position has softened, or perhaps it was their representation in statuette form that the Temple found intolerable.
